The Licensing Act of 2003 created an integrated system that regulates the sales and supply of alcohol, the provision of entertainment to the public and the provision of late night refreshment.

A personal licence holder must authorise all retail selling of alcohol and all premises must have a Designated Premises Supervisor, holding this licence.

The BIIAB and EDI NCPLH qualifications meets the criteria as stipulated by the Department of Culture, Media and Sport and is widely recognized across the UK.

AAB Training offers a one day instructor led course at regular dates throughout the UK.

On a typical training day our candidates spend time with a trained NCPLH licensing practitioner. Candidates normally receive course notes early, if booking in advance for the course.

The NCPLH qualification covers the following:


the roles, responsibilities and functions of licensing authorities within the framework of the licensing objectives (NCPLH module1) the application process for a personal licence (NCPLH module2) the role and legal responsibilities of the personal licence holder, and the penalties relating to failure to comply with the law (NCPLH module3) the premises licence (NCPLH module4) the content and purpose of operating schedules (NCPLH module5) the role and duties of the designated premises supervisor (NCPLH module6) unauthorised licensable activities (NCPLH module7) permitted temporary licensable activities (NCPLH module8) rights of entry to licensed premises (NCPLH module9) police powers with regard to suspension and closure of licensed premises (NCPLH module10) the specific prohibitions for the sale of alcohol (NCPLH module11) the strengths of alcoholic drinks, and the effects of alcohol on the human body (NCPLH module12) the protection of children from harm (NCPLH module13) the responsible retail sale of alcohol.(NCPLH module14) Multiple choice exam

For candidates taking the BIIAB NCPLH personal licence exam, please note that BIIAB does no longer require candidates to pass 5 mandatory questions, but accepts an overall score – since then pass rates have significantly increased.
